Executive Summary

Growth wasn’t Bulwarra Seaside Apartments’ biggest challenge.

Growing without increasing operational complexity was.

Following significant investment in its facilities, Bulwarra wanted to broaden its guest base, improve occupancy and strengthen long-term sustainability while remaining true to its purpose of supporting the Defence community. Rather than investing in more technology for technology’s sake, the organisation chose to first understand how its people, processes and existing systems could work together more effectively.

The result was a practical roadmap that strengthened organisational capability, streamlined operations and created the foundations for sustainable growth.

“The board commented very positively on the DMA Report – especially how you tailored it to our business needs. Our manager now spends more time growing the business, and less time battling systems.”

The Situation

Bulwarra Seaside Apartments is a not-for-profit accommodation provider in Terrigal, NSW, established to provide affordable holiday accommodation for serving and former Australian Defence Force personnel and their families.

With recently upgraded facilities and a clear ambition to broaden its appeal to first responders, veterans’ organisations and the wider community, the Board recognised that future success depended on more than attracting additional guests.

It depended on building an organisation capable of supporting that growth.

Although Bulwarra already had a capable Property Management System, an existing marketing strategy and a loyal customer base, much of the day-to-day operation still relied on manual processes, disconnected workflows and the knowledge of a small team.

The Business Decision

Like many organisations, Bulwarra wasn’t short of ideas.

The question was where to focus first.

Should the organisation replace existing technology?

Invest more heavily in marketing?

Or first understand how existing systems, workflows and people could be better aligned?

Leadership recognised that buying more software wouldn’t automatically create a better business.

The real opportunity was to unlock greater value from the capability they already possessed.

Creating Clarity

Rather than beginning with technology, Dovetail Digital worked alongside Bulwarra to understand how the organisation actually operated.

The Digital Maturity Assessment explored:

The assessment revealed that many of the organisation’s challenges weren’t caused by missing technology.

They stemmed from under-utilised systems, manual workarounds, inconsistent processes and the absence of clearly documented ways of working.

Most importantly, leadership gained confidence that sustainable growth could be achieved by strengthening organisational capability before investing elsewhere.

What We Found

Strong foundations

Bulwarra already had many of the ingredients required for success.

The organisation didn’t need to start again.

It needed greater alignment.

Capability gaps

Several operational constraints were limiting growth.

None of these were technology problems. They were capability opportunities.

Strategic priorities

The assessment identified a practical sequence for improvement.

Rather than replacing systems, Bulwarra focused on improving workflows, strengthening digital engagement, documenting processes, training staff and making better use of information already available within the business.

From Strategy to Capability

The recommendations were progressively implemented across the business.

Operations streamlined

A smarter digital presence

Guest experience reimagined

Team empowered

Business Outcomes

While Bulwarra’s transformation is ongoing, several outcomes were realised following implementation.

These improvements strengthened Bulwarra’s ability to scale without proportionally increasing administrative effort or operational complexity.

“Warwick and his team took the time to understand our business and what makes us unique. They delivered a tailored solution that has transformed how we operate and engage with our customers. They are now helping us deliver faster and better results for Bulwarra.”
